The stack upgrade command, which downloads a Stack executable, or builds it from source, and installs it to Stack's 'local-bin' directory (see stack path --local-bin). This procedure will install the released version of pandoc, which will be downloaded automatically from HackageDB. The pandoc executable will be placed in $HOME/.cabal/bin on linux/unix/macOS and in %APPDATA%\\cabal\\bin on Windows. Make sure this directory is in your path.
Another thing: I don't recommend using sudo when it's not really needed. Here you just want to download and extract an archive, that doesn't need root privileges and you can do it in your home directory. It avoids doing mistakes which can lead to severe problems, especially when you don't really know what you're doing.
Note that pip install --download will look in your wheel cache first, beforetrying to download from PyPI. The Pydroid 3 IDE is available on the Play Store. However, to make the app more useful and easy to work with, you need to download the Pydroid repository plugin from the Play Store. While installing this plugin might not be compulsory, it makes automatic pip installation of packages much easier.

Does the fix work I downloaded and compiled the latest python 3.11 (which should have the correct 3.11 compatible cython) and then tried pip install lxml. However I get the same error. Could you tell which cython is compatible with py3.11 and lxml.
